Ridiculous bug. Panel refuses to expand!

I have implemented it in my application, I have two panels, one inside the other. The "parent" panel works correctly, however the "child" does not. When I try to drag it to expand it it only goes up a small amount of pixels and immediately contracts again. It's like it's glued to the bottom of the screen. I can only expand it with a click
