Top gravity issue

With gravity set as top, for the first time the sliding panel gets expanded (by touch) after activity launch, the main content is moved below bottom edge so part of it is cut off.

How far main content is moved below bottom edge depends how fast I slide the view.

The issue exists only with gravity top. I checked with gravity bottom and it is fine.

When I expand panel 2nd, 3rd, 4th time and so on, everything works just fine, the main content is not moved.
