Clarify usage of flash alert

A current issue mentioned problems with the flash banner being semi-transparent in dark mode.

However I believe the issue arises from incorrect usage of the flash component due to the documentation missing content on the positioning.

I think the flash alert is not supposed to be floating above the page but should be part of the default layout flow. This needs to be clarified in the guidelines.
