various maction issues

Regarding http://www.w3.org/Math/testsuite/build/main/Topics/Nesting/nestAction1-form.xhtml

• the statusline does not work in Chrome (on Firefox I see the MathJax status line used)
• in SVG output, the tooltip is completely black.
