OBS crash caused by patched nvencodeapi64.dll

To Reproduce Steps to reproduce the behavior:

1. Remove all video drivers using DDU
2. Install the driver and patch using NVCleanstall
3. Set up OBS to encode using NVENC
4. Start stream
5. B00M
