Remove NTFS long filenames requirement

It looks like group policy editor is the only official/supported way to enable this, and the registry versions have generally stopped working quickly leaving people with semi-broken systems.

Requiring NTFS long filenames on Windows effectively means that buck can not be used on Windows 10 home - the $99 upgrade to professional is required.
