Can share Saved annotation to other apps (sync)

I would like sync my saved pdf annotation to view others ipad in the same app. How to do this ?

Requirement:

1. The admin will add the annotation.
2. And saved by the admin in the app.
3. The other user need to see the changes from the admin in the same app from the different device.
