Change dr_clobber_retaddr_after_read to use a label note

dr_clobber_retaddr_after_read should be able to use a label note instead of an instr_t flag, which would free up a slot in the instr_t flags. DR has a number of reserved notes (probably we should have taken more!): DR_NOTE_FIRST_RESERVED.
