ARM xl8 state in mangling epilogue post-app instruction

xref #3307 describes the scenario.

Similarly to #3307, in ARM, there may be different and more complex cases due to stolen registers and/or control flow instructions with side-effects.

Also tests that will be added along w/ patch for i#3307 need support for ARM/AArch64.
