sample.instrcalls fails on x64 linux with unreachable rip-relative target (flaky?)

This test failed on the bot after an unrelated commit (in which all changes were under the non-default ANNOTATIONS build option). It passes on my local machine, so there appears to be flakiness: xref #1479 (closed) and #1326 (which are not related to DR tests, but appear to encounter the same issue).
