Optional Setting: Automatically update OpenCellID Database

Created by: SecUpwN

In conjunction with making it a mandatory step to first download the OpenCellID database when launching our app to ensure it has a real base to start off with (#181), I feel like it might be a good idea to add an optional setting called Automatically update OpenCellID Database located in the OpenCellID Settings in Preferences. Once checked, it could fetch the latest version of the database every 24 hours or at a custom interval to make sure we use the latest available database. What do you think?
