Phone/SIM Details does not correspond to DB Viewer

This is also related to #407 (closed).

Problem: When a cell change has happened, the Phone/SIM Details get immediately updated, but the DB tables in the Database Viewer does not. (In addition the Unique BTS Data are not shown (updated) until much after the BTS Measurements table.)

Solution: Always update DB when (a) upon first start of application and (*b) there's been a network change.
