Smarter handling for multiple OCID data download requests

We need to handle the data download for getting OCID data into our DBe_import table. The reason is the 1000 BTS limit as imposed by the free OCID API. However, there is another request available that can count how many cells are available for a certain boundary box query. Then we can re-query using their index, to get more cells that the 1000 limit. I've refrained form labelling this as a bug, since it has very low priority when imposing the LAC filter. (We should get around 3-500 cells only.)
