DispatcherMonitor memory and URL

Couple of issues with the monitor in the latest big version bump:

1. At least on OSX (I haven't tried it on other platforms yet), the memory doesn't seem to be getting displayed (always 0MB). Using the latest sys-proctable gem.
2. The URL protection in options.rb won't let you run the monitor against a dispatcher on localhost (or an IP)
