It's literally just reporting what the legal maximum rent increase is this year according to DC's rent control laws. Again, pricing software or market rates have nothing to do with the maximum allowable increase, it's the same calculation every year since 1985, "CPI + 2% but no more than 10%."
Imagine trying to be so snarky while demonstrating such profound ignorance.

It’s a pain in the ass but start recording prices for items for some of your weekly staples at different store. You’ll learn when something is expensive and when something is a great deal, and random things like what’s surprisingly cheap at WF and dumb expensive at giant

There’s really no one size all solution honestly. Sometimes saying sorry works, sometimes saying nothing works and then sometimes when you say nothing they get agitated because you’re “ignoring them” and escalate. Shit sucks

Safeway (at least by DuPont) is soooooo expensive. Like even worse than Whole Foods I think. I went for a box of Frosted Flakes - it was like 7.50! Compared to like 4 at Walmart or 5 for a cereal at Whole Foods

I LOVE those 2-3 weeks of early spring and 2-3 weeks of mid/late autumn. The weather is perfect to be outside and the city looks beautiful.

That is a scam. Scammers "scrape" real photos from actual rental or sale listings and then post them on craigslist of FB marketplace at below normal rents. Do NOT give these people any money. We have a lot of people that move to the DC Metro from other areas and have to rent/purchase sight unseen so it's a common scam in this area. Word of caution - if it sounds too good to be true it is a scam. Another word of caution - if they say they are out of the area, or on a "mission", or they will mail you keys, or drive by and look in the window, or any other thing that is weird, it's a scam.
You may consider reaching out to a local Realtor to help you with your search.
