It's within Pittsburgh's orbit by default. The nearest city is Uniontown, which isn't exactly a cultural hub. Morgantown is regionally important, but unless you care very deeply about college football or strange forms of urban transit, there's not much that's distinctive about it.

Employers have to file by Jan 31 but if they're mailing it out it can take time. The Jan 31 date is when the IRS gets it. Not the tax filer.

Forget that insurance. Catholic charities has an affordable dental clinic. Mission of Mercy runs a huge weekend free clinic once a year in early fall. It even includes root canals. You might have to come up with a plan on what order to address your problems.

Also I saw one or two in Murrysville that were in your price range. But I didn't include links because I thought that might be a bit too far out from the city. But Murrysville is another nice place to raise kids.

Also, note that the "old Sheetz" locations that were in the city were purchased through acquisition, not opened as brand new Sheetz locations. Most of these small format locations have been phased out over time because they lack the revenue generation of big stores and can't support the brand/image that Sheetz wants to be known for.
