That's not really a thing in Pittsburgh. There may be some in Cranberry, which is an exurb in Butler county, assuming you're okay with a longer commute. My husband worked with a guy who lived in Cranberry and worked in Oakland. He said that at rush hour it was around 45-60 minutes each way. Which is why he moved closer the first chance he got.

From a tax policy perspective it generally makes the property tax system more progressive instead of regressive. In practice it’s a disincentive against buying a recently renovated house and incentives buying fixer upper and live there forever. It is an inefficient tax policy from the perspective that moving closer to a better job has economic benefits and renovating a house before putting it in the market generates economic activity. As far as I know nobody has a perfect formula

I don't skip the spf unless I plan to stay indoors the entire day. I wouldn't reapply though if I'm only outside for an hour. For reference, I use a retinoid which makes my skin more sensitive to sun damage and also I just want to keep my skin decent in middle age.

Edit to say that I change my sunscreens seasonally. In winter, I'm less concerned about the spf rating and my skin is dryer, so I use moisturizers with spf. In summer I go for 50 SPF with the highest UVA rating I can find and make sure it's water resistant.
