PA Criminal defense lawyer here. u/muffpatty is correct and u/mehndeke is slightly off.
The max for an F1 is 20 years (or 10-20 under the min/max rule). 18 Pa. Section 1103
The max for murder 3 is 40 years (or 20-40 under the min-max rule). 18 Pa. Section 1102(d)
If you’re convicted of an F1 you could only be sentenced to more than 20 years if its stacked consecutively with something else. But murder is not an F1, it’s in a category of its own in PA.
ETA: there are also exceptions under the mandatory minimum sentences for 2nd and 3rd strikes for repeat violent convictions. Strike 3 has a 25 year mandatory minimum

You are correct that 76 is labeled East/West but I always think of it as N/S because I grew up off the North East Extension and Philly is just always considered “South”.
I’m terms of “silly”. Is it silly for literally hundreds of people sit idly on a stretch of blacktop while their engines idle needlessly, or is better to drive a little further half the time and likely get home quicker?

It's absolutely tangible. Only 22% of households in Manhattan own a car, and it's one of the richest places in the country.
What's the solution? Further integrated cycling & transit networks, for one. If the MFL were even slightly cleaned up it would alleviate this significantly. If it didn't feel like a death trap biking through NoLibs down to Old City through the 95/676 interchange, way way more people would take up cycling.
It's an opportunity for car rental companies to market towards people that only desire occasional use of a car, and would rather sell their personal vehicle due to the hassle.
The long-term solution is to de-incentivize car commuting in NE Philly entirely by capping or reducing the capacity for 95, but we're a long ways away from that being a politically popular suggestion.

It should either be a non-bailable offense or it shouldn’t be.
You should not be stuck in jail simply because you have less money for bail.
Bail shouldn’t be set in the first place for murder, which would require a change in law for third degree murder charges.

This is bullshit, SEPTA does not block Philadelphia projects.
SEPTA rebuilt the entire elevated section of the MFL line not that long ago, just signed a contract for a new trolley fleet, is making all subway stations ADA accessible, and is looking for a new fleet of subway cars.
