My money is on them doing this to lay claim on the islands and the 12 juicy nautical miles of internationally-defined territorial (or a whopping 200 nautical miles of exclusive economical) water rights around those islands.

I get that the city just wants this done ASAP. And yet, they send this letter that they'll enforce in 30 days, the homeowner may or may not know if they'll enforce, the city may not know if they'll enforce. What's the fucking point of this system? We're going to tell you half a lie, you're supposed to know which half is a lie, we'll not punish you if you guess correctly.

Fermenting is a fancy word for rotting. Fomenting is arousing or inciting. Neither have necessarily positive or negative connotations. One could ferment a tasty ale or a noxious concoction. One could foment civil disobedience or civil war.

I wouldn't say low-carb diets are pointless. Study after study has shown that if you're going to cut calories from your existing diet, you'll be healthier and less miserable if you cut carbs rather than fat. What's pointless is replacing carbs with fat without lowering your food intake, and expecting health benefits.
