NJ charges based on usage. Best bet is to link it to a credit card not your bank account because if you use it more over a couple of months, your charge will increase. For such instances, a credit card is the better choice. Plus if you pay that bill before it’s due, you’ve successfully driven around for a month without paying tolls.

Upper Montclair definitely fits the bill for being able to walk around and feel safe. Although these days downtown JC is pretty fun if you're young and enjoy the night life.

I took my daughters one summer around 7 years ago. It was only open on weekends at the time (supposedly) and we didn’t realize and went midweek. It was still pretty cool and a little spooky walking around the property, it was mostly outdoors anyway.
