Unfortunately it’s not negotiable. You do get two pay raises as a new employee each year and after a year you can apply for promotions. The only way to get more money is through title changes.

If you're interested in staying private sector, insurance companies LOVE their benefits. I'm in software development for insurance and my pay is like fine but I've always had comical amounts of health coverage, great 401k match and like 20 days of PTO.

With 10 years of experience you can probably start in the middle of that range. But, also I wanted to add that not every agency that hires for the state uses the civil service board. The NJ department of labor and NJ OHSP are two that maintain their own job boards. Look them up directly for more jobs.

sure but if you cant afford a 1BR, which is many people, then this is not a terrible option. Its a large price for sharing the space, but not absoletely unfathomable like you made it seem in your original post. Could totally see a new college grad that got a job in the area living with a friend or 2, each on their entry level jobs.
