This is very similar to the comment I was about to write. In many of the larger towns in NH, the streets were laid out before cars were widespread, so they're pretty walkable. Also would be helpful to have a bike, which in the winter would probably need studded fat tires to be very viable.

I second Lebanon-Hanover-WRJ as another option, tho housing costs there are very expensive compared to most of NH

I'd argue it requires a reform of an entire culture to adapt to the circumstances.

Harm reduction is nice(trying anything at this point would be a significant improvement) sure but it's about changing the way that people think and improving the situation so shit like this doesn't happen in the first place(people don't feel loyalty nor respect for each other in this country). Shit maybe make better for people to move up with jobs, infrastructure, adding back shop, civic's and firearms training classes. Anything to can get people in this country to care for their fellow man for more than 5 seconds.

Even the shittiest car on the lot needs to be able to start quickly and have no mysterious noises or it's not going to get sold. It needs to not have any codes or it's not going to take a sticker.

A car in that shape is bound to go a couple thousand miles without dying on the side of the road. So what does the Massachusetts lemon law get you?

Hoboken or Jersey City are great places to live without a car. Not anywhere in NH. My wife and I shared a car for 10 years in Portsmouth with two kids and I wouldnt recommend it to anyone without any car at all. The bus wasn't useful ever. You will rely on Uber for anything but convenience groceries. You will never be able to go to the beach.
