There isn't anything to designate size. However the exterior rubber jacket is reinforced with fiberglass not steel jacketing. This tells me it's a smaller cable and although the insulation is correct for very high voltage, they look too small to handle the required amperage to supply three million people.

It's a bit more straightforward to use a single basis for measurement, here a 32nd of an inch, rather than "simplifying" the fractions. Granted, it's not very hard to realize that 1/8th of an inch is twice as much as 1/16th of an inch, but it's even easier to see that 4 of something is twice as much as 2 of the same thing.
