It really could go either way. It could be a personal message, but I've also heard of religious groups where handwriting multiple letters a day is a part of their faith (their mission to spread the word of their religious figure).

I can also see a world where it's both, where the religious individual is also using it as a faith-based exercise, as well as a way to make personal connections (almost like an old-fashioned friend finding tool).

You can literally look at the same letter at different places and see the differences in them.
