Agreed, the language does not explicitly match “in service” requirement. I would modify the description of the requirement to “tested for in service “.
While publication isn’t explicit on the “in service” requirement, practically “in service” is necessary. How would one argue a system is complete without connecting it to a utility, which have building permit regulations for in service testing requirements?
Subsequently, a system could not be successfully argued as complete until it meets those standards.
You could attempt to argue a system is complete by pointing to a non-authoritative publication, provide unique proof it is complete without meeting building permit standards (which require connection testing) which would effectively be after “in service testing “.
Practically, it should be in service.

My wife works in the industry and yes, this is pretty dumb. 4/20 is a huge day for business. Just close the day after or something.

Check out The Car Works in Baldwinville. It’s only one guy so he might be backed up also, but he’s excellent. He only works on Subarus and he knows them in and out. Plus his prices were great when we were going there. The transmission went on my five year old forester one month after the warranty expired. The dealer wanted $5K for it and he did it for less than half of that.

It's very far from a swamp. Buying a house in Belchertown these days is not cheap because it has become one of the most sought after towns in Hampshire County for young families.

Erving and Orange should not be compared at all. Erving is a really nice little town with a great elemtary school and almost no property taxes due to the money made from the Northfield Mountain Project. Orange though... Orange has always been a shithole.

Maybe 20 years ago. There is so much new construction in Belchertown now and the school system is very highly rated. We moved there last fall and couldn't be happier, it's a beautiful town.
