I’m referring to the brick-and-mortar stores, no e-commerce ones. Different regulations there.

It is not about the states laws. It is in the merchant agreements with the credit cards. At least that is the way it was when I ran an e-commerce business.

There are various state laws that state when the store’s responsibility ends, and that includes ending when a courier picks up the items for delivery to a customer.
