Baltimore is a city of row homes. There are really only detached homes far from downtown. Those areas tend to have less ‘amenities’ like rail transit, and the ones that do are more expensive. Public transportation in most places will be bus-centric.

Can easily walk from Inner Harbor to Mt Vernon (15 min); Federal Hill (5-10 min) or Fells Point 10-15 min). All three neighborhoods have a ton of options. Could take the 94 to Hampden, roughly 30 min ride; just be aware it's not very frequent service; Hampden is a quaint walkable neighborhood with tons of options. Upper Fells and Canton as well, lot of options but I feel like nothing that warrants the trip, but if you feel like it it's about 15-20 min ride on either the 65 or the NV from inner harbor (65 is best if you are going to Canton Square)

NIMBYs, which the areas is full of, wouldn't want either. They think pubic transportation will bring crime or "those people" to the area. It's also a tell when they say they are celebrating not having anything there rather than saying.. you know what, it's too big and only luxury, if you do 80 apartments with 30-40 affordable then sure let's do it. But no. They want nothing except an empty crappy building so they don't have to worry about their precious parking.
"I have to tell you, I’m really mad about this,” she told The Banner. “Hampden is oversaturated with development. People are trying to add as many units as possible in a tiny area. Why are developers only looking to develop in white neighborhoods? Why aren’t developers looking to develop in our Black neighborhoods?"
She says the same garbage when she was interviewed back in December.. https://www.thebaltimorebanner.com/community/former-hampden-bookbindery-being-considered-for-potential-landmark-designation-6M4TKLSHIFD6FOKWWSK3XIZAFE/
It's not oversaturated. People want to live here and we should provide housing for them. They should be building housing everywhere in all areas.

Hampden and Mt. Washington fit this criteria. Mt. Washington is more expensive and has more detached homes. Both are walking to light rail. And both have walking to a commercial section with bars and restaurants. Hampden feels less suburban too.

You’ll be hard pressed to find too many detached homes (come to think of it, I don’t know if I’ve ever actually seen a detached home in Mount Vernon) in that neighborhood. It’s a very dense urban neighborhood. It’s “very city”.

There might be less stock but I think if you are looking at a 360k house in Cleveland you will find things: https://www.zillow.com/homedetails/924-Stubblefield-Ln-Baltimore-MD-21202/36470655_zpid/
Another possibility is around Patterson park. I don't know what the grocery store situation is over there but you can walk to lots of great restaurants.

I've looked at Mount Vernon but I've had trouble finding detached homes that I could afford.

I will have to add Woodlawn to my list. I'm hopefully going to college at UMD so I think Towson and Parkville will probably end up too far north in the end.

I went to two last Wednesday - Pratt St Ale House and Kona. Kona was pretty depressing, very dark and empty granted it was 9 PM on a Wednesday in February. My only other time was 6-7 years ago, I had a fond memory of it but perhaps I'm getting old. Pratt St Ale House was okay, a wide range of drinks at a wide range of prices, the food was mediocre.
Just wanted to share my experience. Between those two, Pratt St by a mile, but I'd recommend looking at someone else's recommendations.

This was my thought too. I think it fits OPs reqs. OP its pretty scrappy looking but it’s ultimately a good spot.
