Oak Harbor is relatively conservative, but the southern part of Whidbey Island is more liberal like the other islands. Camano is quite conservative.

Bellevue isn’t so small anymore (152k to Tacoma’s 219k).
Everett is about 111k, but there’s less to do there than in any other city its size I’ve seen.

Seconding north Kitsap! I moved out here this summer and am completely in love with it. I’m in a walkable small town with incredible access to the outdoors and the big city, what more could you ask for? I’m queer and no one has made me feel anything but welcomed so far.

Edmonds is nice, but it’s continuous urban development from there to both Seattle and Everett, so it doesn’t have a very small-town feel.

Some counties are overly strict when it comes to retro-active permits, and if it is not up to code, you may still be required to remove modifications, or they may come up with their own plan.
What county/city (if you feel comfortable sharing that) is the property located in?
The other user that responded is correct (u/Salmundo), ingress/egress may be a real concern. As there are specific rules for windows, escape routes (fire safety), and the like.

Getting a retroactive permit is a good place to start. With the permit comes an inspection, and if the work is up to code, then you should be good. If it’s not up to code, it will need to be brought up to code.
With a basement apartment, egress is a big issue, as is ceiling height.

My wife and I were working in Sekiu that evening. So we missed much of it. But we got back into town and thought the air was THICK, we couldn’t shake that feeling. We saw some of the kids with their assault rifles with their flags speeding through town. We just looked at each other. “What?!?” She is a Forks native, was born and raised out here, she never saw such a sight.

How would I find out if the county has a straight code enforcement I honestly don't even know where to look. My plan is to try to get a retroactive permit I'm just not sure where to start

Don't underestimate Port Angeles... it's closer to the park and to prettier parts of the coast. I would underestimate Forks if I were you. Port Angeles has way more variety if that's really what you're looking for.

Crawl spaces are generally 18 to 24 inches. Are they very short people? There are seldom fines for such things. The space can't be sold as or included in total square footage of the home. Occasionally a permit can be obtained after a build, but only if every single thing is up to code and the county doesnt employ power hungry tyrants. There are lots and lots of basement and garage and built in porch conversions that do not have official building permits.

God, those people are a cancer.
Really enjoyed Forks when I visited; I never got bad vibes, but I definitely felt like the town was stuck in stasis. So isolated, very small, very sleepy, and not at all like other small towns I've visited. It took some getting used to.

Also ignore the people saying Forks isn’t worth it. Our town can be boring - don’t get me wrong. But south of us we have some of the best beaches. Ruby, La Push is out by the reservation and access to the Hoh Rainforest. We also have smaller beaches like Beach 1, 2 and 3 which are great. Tree of Life, Rialto beach and the Hall of Moss are also worth a visit. On the way to Forks from PA you’ll also have a beautiful drive and go by Lake Sutherland and Lake Crescent as well.
