there's several public transit options (just look at google maps seatac<->forks transit). the dungeness line will get you from sea-tac to port angeles by itself. you could also go through olympia with a couple more transfers. the catch is timing with your flights.

Head East. Kittitas County is much less expensive than King County. It is 2 hours to downtown Seattle from Ellensburg, less than that from Cle Elum or Easton. But you do have to contend with the pass, which can be a problem in the winter if you absolutely have to get over.

Unfortunately it really depends on how much snowpack there is, and how quickly it melts off. I think late July has the best odds, but we all know the weather gods can’t be counted on.

There are a few rivers in WA that flood regularly. I don’t think Silverdale is an area that floods.

I think it’s one of the largest lesbian communities in the world. I wouldn’t say it’s cheap though and getting anywhere by ferry definitely costs a lot.

There are so many, it's hard to summarize. As a general rule, anything closer to the Sound is less likely to have snow, and any river hike is less likely to have snow. Use the hike finder on WTA.org to find more.
Here are some ideas to get you started:
- Ebey's Landing
- Oyster Dome
- Little Mashel Falls
- Third Beach, Shi Shi Beach, Dungeness Spit - anything on the water works
- Boulder River
- Lime Kiln
- Skookum Flats
- Deception Pass - Rosario Head, Goose Rock, North Beach, etc.
- Sugarloaf Mountain (near Anacortes)

I'd look at past years' pictures of trails near where you're targeting on wta.org to get a better idea of the general weeks they're blooming. It can vary year to year.

Baker Lake Trail East Side can be a gorgeous hike if the clouds cooperate, and is a great hike even if they don't ;-)

July still holds the chance for snow pockets, at least on the Sunrise side. This looks like an early summer picture in Paradise, likely July too, due to all the avalanche lilies blooming. You're likely going to see mostly those, and maybe some pasqueflowers starting their cycle if you go in July.
Holding out for after Labor Day could give you more color, but you also have to consider the crazy wildfire smoke we've been getting the past couple years because it hits the mountain too. That time is also the busiest for the park because people are wrapping up their summer travels, and it means that some of the flowers will stomped by off-trail visitors. The weather will be unpredictable as well, higher chances of rain and sleet.
