Hire a lawyer specializing in this type of thing. If police see you violating rules of the road and doing speed limit is being unsafe (due to weather conditions or traffic) yes they can pull you over. Most you can do is request a court date, do your research and fight it.

As another post suggested you can request the officer to show up for the court date (for the rebuttal) and they don't show they generally waive it. 8/10 times I've heard my friends say they don't show because they're too busy to take time out of their schedule or never get word of it. (I suggest my friends that get tickets in camera areas to do this because the one assigned cop to those cameras often can not show up for the date.)
