"never been to" to me has a different meaning than physically being in a place. I've passed through Tokyo a number of times on flights and trains, but I'd say I've never BEEN TO Tokyo because I've never been anywhere in the city other than the airport or train station. I've been physically in Tokyo a number of times, but never got to experience the city, so I've never "been to it."

Here is the thing, budgets set for the year did not include money for that. Budgets for 2023 were worked out in September-October of 2022, and nobody thought to include that because who would want to destroy power to full communities around the country. So now everywhere is working out capital expenses for carrying this out vs get local governments to agree to shutting down roads surrounding the sub stations to any unofficial access.

No, you need to practice putting your chains on and off and driving around with them on in less life-threatening environs. Going over the pass in good weather will do nothing to improve your winter driving skills.
