I live in the area and frequent that walmart, have even witnessed a couple of the collisions these piles have been in. It almost feels strange to me that some people actually would set out to come see it...

Incorrect. Groundwater withdrawal permits are required. In addition, those sources are regulated for contaminants, not just impacts to the aquifer and neighboring wells.
