Yup yup yup, I'm all for people making an apartment feel like home, but there's a limit to that and I think this crosses the line.
Besides, like most home workout equipment it's going to be collecting dust in a few weeks anyways, that is assuming it doesn't rip out the ceiling first.

The smell may be a personal preference, but sappy pine can definitely be a pain to work with (even if you're painting the wood).

Right? This just doesn't seem like a good idea. I'm sure his landlord could easily provide all the information he needs, but he won't ask them because he knows he shouldn't be doing it.

No. The only tankless toilets that vary from typical flanges are wall hung (carrier) toilets which aren’t all that common in residential settings. OP needs to ensure he has the water pressure for the tankless unit to operate in the first place.

I just got a woodbridge tankless bidet. They included very detailed diagrams showing the dimensions. You could create a template which would show any obstructions or interference issues.
The flange mounting location may still be an issue depending on which direction you want to rotate it.

You should seriously consider if you can afford the cost of replacing a joist in a Victorian home before you mount this. This isn't hanging a mirror or a chandelier or something, a pole dancing pole is going to exert a lot of forces in different directions. The joist you find is likely incredibly old and dry. Do you really want to risk drilling holes into that and putting it under varying loads?
A freestanding pole would cost less than a repair and you can easily move it to a new location when you move.

He is talking about the flange — tankless toilets generally have a different mounting scheme, don’t they?

Anything but Pine. Now Pine is a great wood for others, I just cannot stand the smell of it for long, and the thought of my clothes stinking of it... (shudder). Source, I worked in a pine sawmill for a few years, cleaned too much pine tar/sap off surfaces.

We have a flushometer style toilet on my ship that is cocked somewhat to fit in a weird corner. It should work as long as the flange is angled correctly, and you can make the water hookup work.

They sell stud finders with magnets on Amazon. Only way I’ve been able to find studs in my wood/lathe house.
But, yeah…..this sounds like a bad idea, have a feeling the plaster will start to crack.

I just filled out a whole condo with shelves and just used 1x 8/10/12 D , cleated them in all good. If your not comfortable joining boards I got some 24 in engineered planks from Lowe’s that I just cut to fit
