Then it shouldn't matter if the axle moves smoothly or is locked in place as the smooth motion of the wheels comes from their bearings. In that situation, you could even fix the axle rigidly to the 4x2 and it will work fine.
For something like that, I'd be tempted to use threaded rod and have washers and nuts clamp the axle in place then use nuts to clamp the inner race of the bearing to the axle

Because I have lots of time and no money. Cheap = better, even if it takes me 5ever.

So, for that application, I think what you have will be fine. It may sqeak a little and won't be the smoothest, but it will do the job. Ideally, you'd have some kind of bearings between the wheel hub and axle to smooth everything out, but your clubs will be fine on this.

just a push cart for my golf clubs. 30 lbs max at 5 mph (maybe 7 mph if I've had a redbull)

Would this work if the stud runs directly adjacent to the hole in the ceiling? Or you think I should move the hole?

You should use a ceiling fan rated box. I’ve used this one with 100% success:

Doubt it. I just added some where it was missing by the window and edges where there isn't much water run-off. I don't have a pic, but my siding goes over top of the foundation more than yours, but it still fine. You're filling in big gaps with foam, and other small gaps are just fitted with copper mesh.

As long as your other shutoff above it works there isn't really a need to remove the old one either. I would just leave it be personally.

No again I can't see whats coming front hr wall but it appears to be a threaded end. You will need a threaded compression valve to twist into the existing pipe, compression only works on copper.
I recommend shopping for parts through supplyhouse.com. you can even call and they will take you through what you'll need.
The stub coming from the wall being threaded will require a female end quarter stop to 3/8 threaded end for your T to attach your water line to fridge and the cold water for your faucet mixer.

Use an axle bearing. You aren't using the wood as an axle. An axle rotates with the wheel or the wheel spins on the axle. You should use washers and cotter pins to stabilize the axle's position laterally to prevent the wheels from hitting anything. https://www.mcmaster.com/axle-bearings/for-shaft-diameter~5-8/

You're worried that the overhang of the washer wobbles too much? You can put another clamp onto the rod, and have it meet the washer to back it up. Being that close to the edge of the wood you'll want to pre-drill the holes for the wood screws to prevent splitting.
