This is good news and I hope it's passed into state law. Subminimim wage makes sense when the restaurant guarantees you minimum wage, which is the current law, but I always wondered how many restaurants follow up on this, especially with the increase in minimum wage. It's tough to enforce and crackdown on noncompliance.
Also, I hate tipping culture and wish it wasn't a thing in the US but that won't be changing any time soon.

I live in West Hartford, used to live in Downtown Hartford. I definitely feel less safe going about my life here. If you can find a spot in the downtown, I'd go there.
Edit: judging by the downvotes, people aren’t good at estimating safety. You’re far more likely to die commuting than you are from a random stranger.

West End, lived on Sisson Ave and West Blvd for two years and never had an issue, walked to places on Farmington Ave every weekend. But if you're taking safety > money, look in West Hartford.

Look, some disruptive kids do have genuine issues with inattentive parents. But the majority of the time it's just kids being kids and needing an outlet to release their energy. Taking that option away does absolutely NOTHING to help the issues but rather makes them worse.

It's my understanding that recess, for elementary school aged children, is a right. Not a privilege. I received this information from an administrator in the public school system years back. Please do a Google check concerning you childrens' rights in the public school system. They vary by age so you must be specific and it's important for parents to come together and lawyer up. Also, principals are not looking out for your child's interests. They are looking out for their own career. Keep that in mind.

North end is the most disadvantaged part of the city. West end has a lot of very old and beautiful homes (feels more suburban in general). Downtown has a lot of newer/converted apartment buildings. South end is a mix.

For friends and a hobby...do what they did before the internet. Join a social club! Lions, Elks, Moose, Masons, they are all designed so people who want to know other people and work with them and socialize with them have a place to go.

Hartford has many no-go neighborhoods. You can find safe housing downtown, no cheap. You will still have to deal with property crime issues there.
As other commenters have posted, west end hartford or into West Hartford proper is probably better. West end Hartford will still have random property crimes, it is a city after all. West Hartford is a better choice.

One of the buildings downtown with a doorman is a good bet if you mean safety from break ins I guess. It’s a small city, less then 20 square miles if I’m not mistaken. You’re in pretty close proximity to the bad areas wherever you are

Lots of adults meet people in various parks, to volunteer or go hiking. There are also fb hiking groups, sometimes Pokemon go ( or other online ap games ?).
Walking dogs often lead to meeting strangers, and dog classes. Local human resources may have some other adult classes too, maybe pottery or cooking.
Some of the thrift stores, chess games, and volunteering with young adults, are especially friendly places. The weather will warm-up, and getting outside with more hours of sunlight may help.

West Side of Hartford is nice. You have a lot going on on Farmington Avenue and on Boulevard. Not far from Elizabeth Park.
South End has some nice areas as well.
Why not look in Newington, Wethersfield, West Hartford, Windsor, South Windsor? Commutes are not long, unless you are without a vehicle.

In my case, we lived in West Hartford on the Bloomfield border, and I rode my bike to Bishop's Corner or West Hartford center. Pharmacy newsstands and candy aisles, radio shack, toy stores, Lafayette, book stores, children's museum, town parks, libraries. That was decades ago, and things have changed, but I find this story sort of bizarre.
